What cms to use for a file hosting site, file storage?

I would like to make, so to speak, a base-answers. So that everyone can post all sorts of lectures, tickets, standard calculations, and download others. For example future students. When adding, you can choose categories that you can set yourself, ala tags.
But alas, I do not know what to use as a basis.

Actually - any. But you still have to write some of the functionality you need yourself. Uploading files in most CMS is implemented, but with restrictions (by type, size, etc.). This can of course be customized (or find a plugin/extension), but again, that's not all. Do not forget about viruses and personal data (it all depends on the user agreement, but it is better to cut out geo-data, etc. from the photo). Returning to the essence of the issue, I would think in the direction of Joomla or Wordpress. You better look in the direction of the one where there are more answers to your problem (think and look for solutions to possible problems).
