What CMS to take for such a simple functionality?

Website with 3 pages.
From the functionality:
- The client selects the desired scheme and sends an application, which goes to 2 addresses. Schemes may change. Applications must be kept.
- the ability to upload PDF files to the page.
WP seems cumbersome to me here.

Obviously, it's best to write it yourself. Three pages, it's not serious to use CCM.

Why then CMS? Just make a site on files.
Or alternatively, use Wix, Ucoz + Google Forms
