What CMS is better to make a content site with blocks like on Arduino.cc?

Good afternoon!
We need a site on the main page of which I would like to place all the information in separate blocks. The closest you can see on the Arduino.cc website is blocks with dynamic highlighting on hover , without unnecessary animation.
Actually, 2 questions:
- is there any engine/theme to make the main site in blocks, for example, like on the Arduino.cc site? Using cms, we would do without a web developer, so the question is very relevant
- if not, then we would hire a freelance web developer to implement such a main Joomla. In this regard, another question - what is the best way to implement such a display and the operation of blocks?
I would like to do it quickly (the layout is already there) and so that anyone with web development skills can make changes.
If the question is not quite correct, we will be grateful for the clarification of the wording.
PS. Our site is not about arduino, the specified site is here as an example of the desired display of information.

The choice of engine (CMS) should come from the functionality of the site, and not from the design. What you want is implemented through a template. If the design is already there, the template will not take long to make. If you describe the functionality and structure of the site, I will help you decide on the CMS and template.
