LiveStreet is not bad, but read the problems associated with "creating projects on free cms"

For such purposes, InstantCMS suits you . You just need to set it up correctly. And then it fully satisfies your requirements.

We decided to do it on wordpress with automatic script installation in the right directories. For example, wordpress in the null folder located on the blog.company.com domain is empty, but configured as it should be for our company to work.
With a simple php script using a primitive "admin panel", where the last name, first name, position and last name are entered in English letters, we create a directory with the name of the last name (in Latin letters), the same last name is written in config as a prefix for the database. All other settings are already configured in the copy of wordpress, which is in the null folder. The same script creates tables in the database with the prefix of the desired surname, which are also filled in depending on the previously created settings and the user data entered in the admin panel.
Thus, we get a blog at blog.company.com/lastname with a lastname login and a preset password that we change upon first login.
The design of the company is immediately set in the null folder and users cannot change it.
Blog users can edit widgets (except corporate widgets, which are in the footer) and write new entries.
PS WordPress Network does not support a hoster, so we built such a bike.
