What class of inf systems is suitable for automating the distribution of applications and performers?

Far from the topic, because we need an educational program.
There are several dozen performers who have different competencies (but these competencies are replenished from time to time for each) and there is an indefinite circle of customers, mostly non-permanent customers. Tasks usually have a clear reference to time and geography, at the level of "it is required to hold an event there at such and such time at such and such a time."
It is necessary to automate the interaction between the team and customers so that the application can be accepted, then the performers themselves choose who can perform.
If possible, the system should allow you to attach files for the report - text, photo. The possibility of integration with the SS is welcomed. The decision is needed as free as possible, since NCOs.
It's hard to imagine what class of systems can fit here, but it seems - something like a tracker system. I have experience with JIRA, but it seems that this is clearly redundant and inefficient for our task.
Need help figuring out what type of solution might fit.
A more specific description of the task:
There is a team of non-formal education trainers geographically scattered throughout the region. From various customers, orders are received for conducting trainings in soft skills, also geographically scattered throughout the region. Each trainer owns some of his own topics, but from time to time replenishes his portfolio of trainings / master classes. Most often, the training is conducted by one trainer, in rare cases - more than one (together 2-3 trainers). The customer usually declares the day and time when it is necessary to carry out the resp. training, plus indicates some conditions at the level of the ability to pay for travel (you can leave it in plain text, but it would be cool if there are custom fields in the system by which you can somehow sort applications)
In principle, there is a more or less strict list of topics on which the team works, but this list is not completely closed. One way or another, it will be nice if some tag or task category is indicated when creating an application.
It is necessary that there be some kind of pool of applications, coaches are notified of the receipt of new applications, then they can sign up as performers or comment on why they cannot take it. As a result, the application is received by one performer (or in collaboration with colleagues) by an independent decision or by the decision of the moderator.
While everything is happening in a terrible contact chat, lists are maintained in Google spreadsheets, horror, in general. Please direct me what types of systems to look at in general? I climbed here, looked at a couple of ideas (Trello, OTRS), but so far I don’t understand whether this functionality is suitable, whether it will be convenient to use it.

In principle, you can use the site youdo.ru for example for free.
If you need something of your own, then you can use the tracking system (jira, redmine), but this will not be used for its intended purpose (with a number of ensuing restrictions). It would be better to google something like "platform for uberization" ....
