What causes image artifacts when connecting a PC to a 1080p TV?

Mother: ASUS P8H61-MX USB3
Processor: Intel Celeron G530
Video card: NVIDIA GeForce GT 640 - firewood latest
TV: Samsung ue32eh5307k
TV connection to the video card: HDMI
[email protected] - image artifacts in the form of ripples in places other than white
[email protected] - picture excellent, but there is a noticeable lack of frames
[email protected] - the picture is excellent
What could be the problem?

The problem is clearly not in the wire. when connected to a laptop Acer Aspire 5742G (Core i5 480M 2660 Mhz/NVIDIA GeForce GT 540M) the picture at [email protected] is excellent
