What causes a black desktop in Windows 8.1?

Hello!
I decided to upgrade Windows 8 to version 8.1. Everything went fine - I entered the password and ... Then a black screen appeared in front of me.
I waited - nothing, tried Ctrl-Alt-Del - it worked, I launched the task manager, a thing came out on the way (a photo of the thing is attached). Launched the explorer through the task manager, etc.
Well, in the end it turned out that the cozy desktop, dock and start are not displayed.
Question: what to do to return a solid view?

Well, there is only one thought, you have a damaged library with a user interface.
Try a system restore from a special partition on your hard drive.
Another option, you can try to overwrite that file (file link )

I had a similar situation and no one could help me at that moment, because I reinstalled it at night, wrote only to my programmer friend, who was on the other side of the world, he could not talk to me, only dropped the link to this site: geek- nose.com/nastrojka-windows-8/. And thanks to these instructions, I was able to properly configure Windu.
I thought the computer was already gone. Phew. cost ....
