What can prevent you from safely pulling out a flash drive, Win10?

USB flash drives

It's insanely annoying, but in 90% of cases, after clicking in the taskbar on the safe removal of the flash drive (it seems to be called that, I'm attaching the screen), it says that the device is in use.

The whole thing is that nothing uses a flash drive. The same with HDD USB disks. I close all the software, but only reboot helps ... Where to look? Antivirus? Syncredible?

Use Dev Eject

It allows you to safely eject a flash or disk (if it is important for you) and show which process is currently using your media, if it does not allow you to eject it through the standard user bar.
