What can cause blurry display of part of the page in IE?

In IE < 9 versions, for some reason, part of the site is displayed like this: you

can see that not only fonts are blurred, but also images. and what is most surprising is that only the header of the site looks like this, all other content is displayed normally

Most likely they applied transform somewhere
. Well, a shadow is visible in the picture.
A link to the site would be helpful.

Why bother with ancient browsers? Would you open it on IE5.

Wang that some property from CSS 3 , maybe box-shadow/text-shadow is wrong
