What can block port 465 from working on ubuntu 14?

There is a list of programs installed on the server.
Installed by the hosting company, which now denies that they do not lead any robots on client servers.

Help me understand which of these programs can block port 465.
The script for working with mail is standard joomla 3, it works fine on hosting and on my computer.
As soon as I run it on the server, it says SMTP connect() failed.
What to do?

And I think that you are just running your craft, trying to work with a privileged port (<1024) without the appropriate rights.
And "on my computer", as is often the case with pyaners, the rights are granted to everyone and automatically.
And then we start looking for the culprit:
PS Actually, not a single server (server socket) that you list can interfere with
a client socket that falls off for you.
