What can block access to the network programs?

Hello, after updating May 29, 2019—KB4497935 (OS Build 18362.145) Windows 10 version 1903, my Kaspersky Internet Security started writing "Some components are damaged", reinstallation did not help, later I noticed some programs also stopped working, Steam does not start, discord, telegram cannot establish a connection, updates in chrome are not checked, although surfing in browsers works.

It's like the firewall started blocking all programs, but why? This is my first time and I don't know what to do, please help.
Resetting windows firewall settings to default did not help.
Before these problems occurred, KIS 2019 could not have any viruses.
Kaspersky virus removal tool also does not detect anything.

Try "system restore" and play around with restore points.
