What can be used to organize a local audio conference?

It is necessary to organize an autonomous connection to a local server (and a local conference, respectively) of a device with audio input and output. The device does not have a visual interface (presumably a Raspberry pi). It is highly desirable that there be a minimum ping. The packets did not leave the local city. And the bitrate was over 128 kbps.
I have tried Mumble. It is great for these purposes, except for the lack of a CLI, i.e. there is no transparent way to redirect the audio stream to input / output without the help of a visual interface.
Are there ready-made solutions? How can this be implemented?
