What can be used to create a solution library?

I want to build a library of solutions and I can't choose the right tool. The scenario is as follows: you upload a picture (preferably, with an indication of the resource as in Pinterest), add tags to it, then look for solutions using these tags. That is, Pinterest almost came up, but there is not enough list of tags that I put.
