What can be the problem when connecting iscsi via the Internet?

I'm trying to set up iscsi via the Internet. Target - virtual server 2012p2 for Zyxel ZyWALL USG 20, initiator - server 2012p2 on a dedicated line. Everywhere white stat. address, 10Mb/s. Port 3260 is forwarded on the zayvol, the initiator sees the target, but when connected it fails with errors https://support.microsoft.com/ru-ru/kb/976072/ru
Is this a slow Internet problem or something else?

iSCSI will generally not work over the Internet due to latency. You can tune the expected timeouts, and it will somehow work, but it will be merciless to be stupid, and the whole system can slow down too. Recommendations of the best dog breeders -- iSCSI traffic should not be routed.
