What can be done with dbf?

One state institution is still working with DOS programs and the .dbf format.
They will send me a database every month for verification, and I need to scatter it further for my akhalai mahalais.
I would like to make my life easier for myself.
Set up a mailbox rule from this sender with an attachment.
But what can you do with this dbfka in the end? I haven't used them since the mid 90s. Can it be somehow converted into something human? csv what?
In general, is it possible to process it somehow on the server in order to take the necessary columns? What to see on the topic?

php.net/manual/en/ref.dbase.php
https://github.com/hisamu/php-xbase and they also easily open MS Excel or LibreOffice Calc and there convert to csv

Today, the DBMS SQLite will probably be an analogue of DBF. And then, as with any other SQL database.
sqlite.mobigroup.ru/wiki?name=sqlite3-dbf
