visitors: 5000+ per month
views: 16000+ per month

Please tell me how you can use it?
If I make my site on this domain, will there be traffic or not?

Not right. You could get a site, not a domain, into your hands. If any other content suddenly appears on this domain, worse than what is currently available, visits will go to zero very quickly. And often irrevocably.
Domain recognition comes in two ways:
1. A link that many regular visitors have bookmarked, which brings you regular visitors. This is for forums, for portals.
2. Links that lead to the site from different search engines. This is obtained if the site regularly appears new useful content for users, there are many transfers from other sites.
If the current content suddenly disappears on the domain, and another one that is unnecessary for visitors appears instead, then all these visits will go to zero in a week or two.
The only benefit of a promoted domain is that if you already have a ready-made site with good content, there are people who constantly supplement it, then by hanging it on a pre-promoted domain, you can take off faster.
