What program do people use to do this? And How?

Well, as an option on before and after, plant squares with rounded corners and rotate them through animation. True, I'm not sure that they will get the same soft gradients, because. It's not clear whether there is a solid color or a gradient after all.

Well, it's almost certainly not made up.
Most likely a Prof. video editor - they usually have a lot of built-in animations and effects + you can create your own.
It's easier to ask a question directly to the author of this work;)
