What budget laptop to take to study as a programmer?
Hey! You need to pick up a budget laptop with characteristics sufficient to study as a programmer at a technical university. Budget - up to 30k. I looked through similar questions, but there the amounts are much higher. Unfortunately, I'm still just a student, so I can't afford a more expensive laptop. How high performance is needed for such purposes? I will study the following languages and technologies: C#, C++, HTML5, XML, PHP, Semantic Web, Java. I also dabble in FS a little. What to look for when choosing? Which feature is more important?
The availability of the model in the networks of a number of Mvideo, DNS, Citylink, Svyaznoy, Euroset, Ulmart is also important.
If about the specifics - what can you say about these two models: 1 and 2? Or is it better to take with a core i3 series processor? But you rarely see them in such a price range with 8 GB of RAM ... except perhaps like this or (more expensive due to the video card?) like this ?
And do I need a discrete graphics card for my purposes (+- play a little on medium settings)?
UPD: Is this option + another 4 GB of RAM the best option? Or not?
Thank you in advance)

Core i3 is very useful when compiling medium-sized projects (dozens of source files), especially in C ++ and Java. If you have enough money, take it. For training (up to a dozen source files) it is not so important.
XML is just another buzzword, it's just a universal machine-readable (and fairly human-editable) data format. It's not clear what you're going to do with it. But, in any case, parsing is slow and does not parallelize - on tasks related to XML, i3 will feel much better. FS too.
About the "budget" pair. Intel is slightly (≈10%) faster in one thread, AMD is somewhat (10...40%, depending on the task) faster if the task can be parallelized on all four. And the view is better. So I'm generally for AMD, however, its video drivers are considered much less stable.
Linux will stand on any)
for 30 you can also find a macbook ideally (if there is a lot of photoshop, then I would consider it)
