What browser versions do you support?

I am making a website for the Russian Internet and wondered what versions of browsers should be supported.
So far I'm thinking like this: opera 26+, Mozilla 21+, chrome is questionable, Yandex is questionable, android 2.3+, apple is questionable, IE from 9+
Advise which browsers to support and which ones you should not waste your energy on?
