Subject. I would like to fully understand what inflation is, what effect and on what areas it has; money management, some movements and circulation of money; what threatens the fluctuation of the exchange rate and so on. In general, the very basics, which, I am ashamed to admit, I do not know.

"... ashamed to admit ...." Why so? I think you should be ashamed when you are engaged in a business and you yourself do not really understand it and still give advice. And here it is quite normal. (purely personal opinion!)

I would generally do through canvas and requestAnimationFrame. In my opinion, the very essence of the animation you need is somewhat beyond the purpose of CSS animations.
Here, I googled an algorithm that implements roughly what you need. Of course, for performance reasons, it is worth minimizing the area of ​​application of the algorithm.
Alternatively, you can wrap it all up in svg .

Without an animation GIF, it's hard to understand exactly how the effect itself should look. If you have separate images for these two letters, you can easily animate with transform: translateY + opacity.
If the animation needs to be more "beautiful" and complex, svg will help you. In any case, your current description doesn't say much.
