What billing to use in Saas service (PHP) for legal entities?

We are developing an online service in which customers need to be given the opportunity to issue an invoice for replenishment of the balance through their personal account, and download and download closing documents (act of services rendered, we are on the simplified tax system).
Are there standard solutions for such billing?
As far as I understand, My business, Kontur do not have an API for synchronizing counterparties, generating invoices, acts. While I look in the direction of the PHP bundle - 1C web service, but 1C programmers say that there are no standard solutions for such interaction, they need to be developed. Do all SaaS services have self-written billing solutions with yurics?

Offhand - there can be no completely ready-made solution, since everyone has their own schemes for the movement of financial flows, etc.
Make the generation of beautiful pdf invoices on the side of your service - 1 day maximum, including a beautiful pdf.
Make an unloading from your service in 1C according to invoices - 1 hour.
Loading data can either work immediately automatically, or minor revision 1c.
To make a file upload with accepted payments from 1C - again, not for long.
