What billing should be installed with the provider?

The situation is this, I had to take over the network.
About 300 subscribers, connection via static ip, each house has a subnet, one tariff, no billing.
Began to think towards network reassembly. To begin with, I decided to install Ubilling, but the following questions appeared:
1) will I need to install RADIUS as well?
2) I understand that billing will not work on statics? i.e. is it necessary to authorize users?
3) maybe there are better options for Ubilling? freeware.

Actually, among open source certified solutions, there are generally 2 options: Abills and Mikbill.
the latter was chosen.

If a provider providing services to the population, then the billing must be certified - otherwise you will be tempted to prove that the client must pay N rubles, and not M. Well, in Russia at least.
