What, besides the windows firewall, can block incoming traffic?

Windows 7 Professional, It costs logmein hamachi, when connecting to the network, an error occurs:

Tunnel:
VPN domain's tap device is down
Local Results:
Adapter Configuration:
Cannot get adapter config
Traffic Test: Cannot complete test
Results host: [191-189-297]
Adapter configuration: OK (OK)
Traffic test: Inbound traffic blocked, check firewall settings

In theory, nothing should block it.
What was tried:
1) Firewall service stopped
2) Defender service stopped
3) No anti-virus installed
4) No programs capable of blocking traffic were found
5) The router is working fine, everything connects on another computer on the same network
What, in addition to all of the above, can block incoming traffic?

Reinstall hamachi, look at the windows logs, maybe there is an answer.
I suspect that the problem is not in blocking traffic, but in the fact that "Cannot get adapter config" - it looks like something is crooked or something conflicts with something or does not start. Perhaps some service is not starting. Look for answers in logs or logs.
Perhaps some specific software is worth it.
