Roman Koff , certification requirements appear if you have an attestation process for information security requirements. If there is such a thing, then go to those who conduct this certification, they should know all the regulations. If there is no such process (which is most likely), then do not worry about certification.
If you have a state university, then most likely there is or will be a requirement for a 'domestic' operating system, so it's better to choose from what is in the register of the Ministry of Digital Development, after reading the reviews.

And, excuse me, "what are your powers"? I mean, were you assigned this job or what? You can't put any kind of linux in a "state university" and ask the person who set the task about the specific requirements - a lot of nuances can turn out there.
If this is a question for self-education and perspective - the axis should be chosen from the register of the Ministry of Communications, because my #opa feels that a little more of this hysteria - and we will only have them.
If you gravitate towards Debian/Bubunt - install Alt/Astra/Simply Linux
If towards Centos - install Redos
