In Germany - only from personal experience.
In terms of technology - in principle, everything is standard, opensource is of course more.
According to cms - wordpress and separately the Germans are very fond of typo3. I don't know why.
Preferences in shop systems are also interesting - here are a few not the most famous in general, but at the same time very popular in Germany:
Gambio, Oxid, Shopware, JTL-Shop,

Website as a term is a rather loosely defined thing.
Blog? You can use a static site generator.
Dynamic site with database? The options have already been discussed above.
Website with api, mobile client and web application? There are many components, each of which can be made using completely different technologies. Depends on the task: for example, api will be real time? rest? GraphQL?
Without a significant specification of the problem, it is difficult to select stacks of suitable technologies. Almost any existing and at least somewhat popular stack has good target cases where the use of this particular stack will be optimal.
