What are those weird SSIDs?

Often I began to notice open wifi points with network names like "BIwj-cG9saXRpa2FjOTM", "BWIf-LdCU0JDQktCQ0JkhOyk", "BZyW-WXVsaXlhLm11aGluYXphaA", and random poppy addresses. If you connect to them, an ip from the 192.168.43.1/24 range is issued, one tcp port 30102 is open on the gateway 192.168.43.1. What kind of networks can these be?
