What are the ways to access a remote computer with a backup channel?

Need advice on backup. There is a permanent connection to the Internet through the router number 1. Let's say the address of the router is 192.168.1.1 The computer raises a pptp connection through this router and receives a white address. There is a backup router connected to another provider. It is also located on the local network, let's say its local address is 192.168.1.254, a white address hangs on the WAN, distribution of addresses via DHCP is disabled. It is necessary to automatically transfer to the backup channel when the main channel falls, so that there is access from the outside. This can be done manually by omitting pptp and manually assigning IP to the computer and specifying the second router as the gateway. How to automate this whole thing, provided that the bank is under Win 7? Or are there any other options?

Goodnight.
Isn't it easier to take a router with WAN balancing, when the router will do everything for you? =)
There are solutions for both DLink and Mikrotik, if from a simple one.
