I am a bit confused about what these labels are and how to properly describe and explain them…. What is the difference between "Start i2p (no window)" and "Start I2P (restarttable)"?

Regardless of i2p. Look in properties of labels that they do something. Or there one program with different keys is started, or different. That's about what you will find already in the help and look or ask Google.
