Machine translation from one language to another

Good afternoon.
For non-commercial use I'm looking for a text translation script.
My requirements are as follows:
Entering text for translation (not lines, but text)
Different translators can "take" the text so that others cannot work with it
After entering the text by the translator, confirmation of the translation by the moderator
What systems do you know with such functionality?

I didn’t see anything
from commercial ones - only SaaS with prices that are ridiculous for startups (something like from 1.5k per month with a mandatory one-year contract), look for a localization site
