What are the stages of developing an application for a touch table?

Hey!
Not so long ago, there was a task to develop applications for touch tables. Subject - real estate. An interactive real estate sales tool, essentially. There are not a lot of tutorials on the Internet on how these applications are generally developed.
My questions:
1. In what language are these applications written? If several, what determines their choice?
2. How is the design done? Do you need a designer with specific skills, or does he just draw to given resolutions?
3. If anyone has come across, tell me, please, what are the general stages of developing these applications? If different from, for example, development for mobile applications.
