What for? Evaluate an employee in terms of efficiency, if he works 5-6 hours a day and at the same time does a very good job, why should he be controlled?
Another thing is when an employee does not fulfill his scope of work and misses all the deadlines - do you need such a person?
Regardless of whether you follow a person or not, his performance will not be better, on the contrary, for some employees, a free schedule is more motivating than eternal control.

On the same UpWork`e there is a TimeTracker, a softinka that, when paid by the hour, in an arbitrary period of 10 minutes, takes a screenshot of the screen and records the activity of the mouse and keyboard. You can also include a snapshot from the webcam, but that's not for everyone. If there was no activity for more than 15-20 minutes, the timer stops. Payment is calculated by the hour in the tracker. Screenshots can be deleted, but those 10 minutes where it was taken will also be deleted. For freelance, for freelance with hourly pay - convenient. For fixed prices, there is no sense in it. It’s inconvenient when tasks are not based on PeC’s activity (for example, you need to draw on a piece of paper, or make calls, or sit and think, or wait for a long task to be completed). But specifically for upwork, you can add manual time (time outside the tracker).
Z.Y. I have been working for several years through the tracker and I don’t see anything shameful, shameful, depressing or “slavish” in this.

Are you a government office? A normal business evaluates the work of employees by results, and not by hours spent in a chair. If you are a business, then it is better for you not to look for a service for monitoring remote employees, but to be puzzled by the question of what results your employees should give out. Or close until the money runs out.
