What are the restrictions and are there any restrictions on the transmission of data by the application about the user's location?

Please refrain from offtopic comments.
Let's consider a situation: Petya has created an application that constantly transmits the location data of a device (smartphone, tablet, etc.) to a certain server. The user is warned about this and understands what it is for. At the same time, this data can be accumulated for analysis and transferred to third parties in an anonymized form (however, you need to transfer gender and age).
What are the restrictions on the transfer of such information in the legal field of the Russian Federation and do they exist?
What are the restrictions on the transfer of such information in the hosting conditions of the application stores of the leading platforms, and are there any?

1. In the legal field - until there is at least some specifics - everything is legal (if we are talking about the law on PD).
2. GP - may rebel against surveillance, although this is not directly prohibited. There was a precedent when a million-plus application that recorded conversations was banned (also with the consent of the user).
Apples are more tolerant in this matter, if they don’t reject them at the moderation stage, then it’s gone.
