What are the resource limiting methods in Linux?

Good afternoon!
There is an edge question about choosing a toolkit with which you can competently limit physical resources to users in Linux (without using virtualization, such as LXC) and which Linux distribution is better to use? For the needs of commercial game hosting.

cgroups is not virtualization.
There are no other normal mechanisms for limiting resources for _processes_ (clothing processes with all sorts of ionice, nice, cpulimit is a crutch).
There is also limits.conf, but it is not normal =)

only virtualization, so as not to fence crutches and not shoot yourself in the foot.
