What are the publishing systems for preparing PDF with data import?

The task is to prepare documents (prices) from templates that have text fields that must be filled with values ​​from some source. It can be at least CSV, at least MYSQL ... As a result, I need a laid-out PDF.
The type "input field" is not suitable for - because it is displayed differently in different viewers, or I don't understand something.
So far, something similar comes out of the Scribus bundle + auto-replacement processing of text keys in the project file (it's XML) in PHP. But the convenience of working with tables in Scribus is, to put it mildly, disgusting (although there will be few tables in the final file).
In general, it is strange that there are a bunch of solutions for PDF layout, but they don’t have such simple garbage. Some kind of symbiosis of a label printing system program such as NiceLabel Designer and a PDF editor is needed.
It is important to support PDF functions such as following links within the document - it is not entirely clear how to do this using PDFTK or wkhtmltopdf - the option with preparing HTML and then also rolling it into a PDF page.
Or there is an option how to make one page with content (links), and then attach pages with content with auto-substitution of data to it.
