No, it was left in the 2000s, when external Internet speeds were low, traffic was limited and expensive, and copyright holders didn't really give a fuck. Now it is pointless to keep such networks because of the high speeds and even dangerous because of the copyright holders. And even if somewhere this phenomenon still remains, it is more likely in some outback, and not in Moscow for sure.
