What are the projects?
I have a project idea that needs to be implemented. There is a team, there are funds, but there is no plan.
Tell me some services where you can run a project from scratch. You can draw the application architecture, draw a business model, write technical specifications, set tasks, etc.

I have a simple logic:
YouTrack. It divided the project into its component parts:
- Editorial (articles, photo materials, content, graphics)
- Backend (Development of site logic)
- Frontend (Development of the front)
- Testing - the link goes to Backend and Front
- Banking (everything related with money)
- Staff (everything related to people - in this case, I have tasks for freelancers there in one form or another).
- Ideas (I shove all the ideas there, which are subsequently either deleted or moved to the desired section)
And it works well for me
If you don't have a plan, it's not because you don't have a tool. There are plenty of tools and it's not a matter of choosing them. The fact is that you (and apparently your team) do not have project work skills, including project planning.
You have a choice: a) Learn this "poke method". It is painful, expensive, long and not a fact that you will learn well. b) Get a team of experienced people who will teach you. This is the best variant. c) If you cannot attract such people to the team, then at least learn from them. There are many courses. Choose practitioners.
I write in Gitlab, and distribute tasks. and there are milestones, and you can attach documents, and with git integration.
I think all of the above can be done in Redmine by upgrading it with plugins.
