What are the programs for storing data in the form of a tree?
Please advise a program in which you can store simple data (text and images) with links to other similar data, in the form of a tree. So that in the end it would be possible to conveniently view all this.

Personal wiki or other way to structure information?
It’s not entirely clear what exactly you want, I personally understood as two options
1) you need an outliner, a personal information manager, then from my favorites:
TreeDBNotes Pro 4
myBase Desktop 7
Aml Pages
EssentialPIM
doogiePIM (shit interface, but more functionality)
(here should be "ideal" but did not find it, but writing your own is too gemorno)
2) you need a file manager that works faster than the standard one and with the ability to add plugins for viewing files, then Total Commander and its analogues
