What are the programs for optimizing computer performance?
There is a laptop, Windows 10, new. But a weak processor.
What programs can be used to increase its speed? They cleaned it with their hands, removing everything unnecessary. But still a bunch of some incomprehensible background processes.

The operating system itself knows what to do.
To make the system work faster, you need to be able to configure the system, and not look for a magic program.
If the laptop is weak, it will not become strong because of some program.
If you want paid - contact the service, let them set up a laptop for you.
From best to worst:
Option 1: Install Linux - it's not as scary as it looks. In my experience after Windows, you will fall in love with the latest versions of Elementary OS. Minimum settings - maximum convenience and beauty. Plus the hardware won't pray for death - with Linux any hardware flies like a butterfly, you'll be surprised how quiet your cooler can be.
Minus - some software / games do not go under Linux. But if your laptop is weak, they will not work with you anyway, so the problem is not particularly relevant in your case.
Option 2: Choosing the right version of Windows. Having installed Windows Ultimate, the chances of setting it up without consequences for a weak PC are extremely small. My advice is Windows 10 LTSB. Cortana, Store applications and a bunch of other voracious "buns" are cut out of it. The increase in productivity is felt very well, somewhere in + 25%.
Option 3: A small manual tweak + partially CCleaner (for removing software / cleaning temporary folders, no more. It has the bad property of ruining a PC if used carelessly).
Increase the paging file (look in Google), turn off the visual goodies of the system (again, Google will help) and select all processor cores in msconfig -> Boot (it will speed up the system startup, slightly).
Plus, remove unnecessary software from autorun (in the task manager). Disable background apps as suggested above.
AND NEVER INSTALL "COMPUTER ACCELERATORS / VIDEO CARDS / PROCESSOR OCCELERATORS"! They, if they don’t ruin your PC / burn the video card / processor to hell (65% of cases), then they hang those very left processes in the system (the remaining 35%), and then sit there guessing, either stealing passwords, or mining cryptocurrency, whether advertising porn resources on the whole screen shoves.
