If you know how to do skeletal animation inside your engine, then esotericsoftware.com would be an ideal option.

Pixel art (and since you are doing it in the constructor, you are probably interested in it) it is quite possible to draw in Graphics Gale. The free version doesn't know how to save animated .gifs, but for gamedev purposes this is not necessary.
