Russian characters are bad to write, respectively, questions:
Let's say we want to adjust the uri for the request "buy a jacket made of 100% leather"
Options:

/catalog/kurtki/sto-procentnaya-kozha
/catalog/kurtki/100%-kozha
/catalog/jackets/natural-leather
/catalog/jackets/100%-leather

Which option is better? Why?
What about symbols? Will the robot consider the translated or transliterated uri as a match? Or is there no coincidence at all?

CNC and keywords in the URL is just one of many factors (and by no means the most important) that affect positions in the search index. Do as you like, there will be no noticeable difference. Google definitely knows how to translate, Yandex, wangyu, too.
