What are the pitfalls of assembling a home system unit (4k+ videos of new games at minimum wages) for a phased budget update?

Honored Russian techies.
Who has experience or theories about long-term renewal?
Who knows how with a budget of 15-20t.r. assemble a system unit
for a subsequent long-term very reasonable update.
There is a case and a screw and a vidyuha pci v2 - a plug 1gb gddr.
I plan to separately buy dropsy-5t.r. and bp with an active stabilization system -5 thousand rubles.
I think it's better to buy a top mother and plugs a stone and gpu and in a few years before the top cpu + gpu
Or just buy a serious stone and gpu but a budget mother and then buy a pre top mother?
I think it's just to watch movies in the highest quality and just try multiplayer games and cosmic and economic strategies. For the rest, my junk is enough for me.

And with vidyuhoy there is no experience with the reds! 970 green is not outdated, right? Do you need a vidyuhu for games from 6GB gddr?
Very disappointed in the obsolescence of shaders and directx! (Is it possible to update every high-end year vidyuhu? especially if it is nested on the mother pci v4)

Most likely, there will be no budget update, unless there are used parts stores in the district, and the update does not drag out for 7 years: recently I upgraded a processor from a Celeron g from such a store, I don’t remember which fourth-generation Core i5 for about 4000 rubles. Now I would think in the direction of Ryzen, but I don’t know how long they will produce processors on one socket.
