What are the penalties if the hosting is not in the Russian Federation?

Hello. Such a question, I want to rent a VPS abroad, I myself am in Russia and I am an individual. What penalties threaten for violating the law on the storage of personal data of users in Russia?

Who else can advise foreign VPS, from which you can also do mass mailings?

1. No one in their right mind sends bulk emails from themselves. To do this, there are a lot of services with api like:
https://www.mailgun.com/
https://mailchimp.com/
Because you are quickly eaten by spam filters and your mailings will stop reaching the addressee. You will send a lot, pay for vds, and the efficiency will be 0.
2. If your site is not connected with you in any way, then how will you be fined? Will they send a payment to the domain name? "Dear vk.com, 50 rubles from you." As long as there is no clearly related legal entity, they have no idea whose site it is. RosKomNadzor is generally the most harmless organization. This is the gang of Don Quixotes.
3. You are not vk. You are of little interest. See how many porn sites and online casinos. And no one is blocking them. And here you are. Do you have a multi-million dollar project?
4. Why not honor the law itself?minsvyaz.ru/ru/personaldata

If you yourself are from Russia, then there are no fines. The fact of storing data abroad cannot be proved if you do not gain access to your infrastructure. And the fact that the server to which the client is connected is located abroad does not mean anything. Maybe you have proxying, protection, CDN or something else there.
