What are the package builders?

Hello!
Interested in package builders that build RPM (will be a plus and APT) and installed locally.
I found only koji, which does not start for me on CentOS 7. Therefore, I am looking for an alternative.
Also found, but discarded:
* abf.io (did not find the possibility of local installation).
* Hasher (ALT only)

rpmbuild for RPM, dh_make && debuild and other utilities for Debian
PS. For fedora you can try mock
