What are the options for restricting access to android?

In our work we use TSD (data collection terminal) on android. The model allows you to shove a SIM card and use the equipment as a regular phone. What options are there to limit the ability of employees to use TSD? Ideally, block all but one application. Maybe some shells?

Make this application a launcher (shell) and remove the one that stood before.
Naturally, you will have to change the source code of this application (as I understand it, you have it)
