What are the opensource HelpDesk systems for intracorporate use?

OTRS would be ideal, but in it the agent and the client cannot be the same person. Most of what I find is designed for customer support, and we need the employees themselves. And not only IT services, but also others (Business executives, personnel, accounting, transport department, purchasing department, legal department). That is, we need a system in which it would be possible to describe the existing business processes and establish control over execution. As I already said, I really liked OTRS, but it is still designed for providers of different services, but an internal corporate one is needed.

There is a translation of almost the entire interface into Russian.
