What are the obligations of the company when sending the Motherboard for examination? What should?

I bought an AsRock Fatal1ty 970 Performance Motherboard in Regard, a month later a small square on it burned down, dragging the processor with it, the processor was changed under warranty, and Mother was sent for an "examination" to AsRock, a month later representatives of Regard called and said that there was no money they will return it, the device was not repaired, alya it's not the company's marriage, but it's his own fault. Regard says that they were not given an official expert opinion, but only returned the device ...
Question: Is AsRock obliged to provide an official expert opinion on the reason for the failure of the motherboard?
How can you prove that you did not overclock? Even the light didn’t blink, the PSU is working .... the temperature was monitored normally, it was the first week all week .. then occasionally I looked, everything was normal ...

@VikSurvey

how would the company have to give a refusal on the basis of the document, there is no document they are wrong, you can apply for a paid examination and then go to court, but it will cost more than the fee itself
ask for documents with a seal !!!
