What are the objective reasons for website design in adobe photoshop in 2020?

Either I don’t know how to properly typeset according to the psd layout, or it’s super inconvenient and there are things much better than adobe photoshop
(figma, zeplin), which seem to have been originally made for layout designers.
So why in 2020 am I still facing Psd mockups?

Subjective reasons - a habit, sometimes corny laziness.
Objective reasons are the old familiar predictable format.
Here the designer has been working in Photoshop for 10 years, he knows all the nuances and subtleties. Filled his hand, as they say.
New-fangled things appear all the time. It is rare (almost never) for them to become a near industry standard like Figma. And an experienced specialist will not rush to all the new products with burning eyes, immediately abandoning the usual reliable tool.
In the end, the main thing is the result, and not what tool is used.

Because people are sometimes narrow-minded to the point of madness.
Someone makes websites in illustrator and tries to prove to everyone around that this is a topper.
Other people are cowards. The client told them that he wants to get psd, so they uncover photoshop instead of explaining the absurdity of this idea in 2020.
Well, someone just got into design by accident and will never become a good specialist, because he is not interested in all this. Able to photoshop a little and enough.
