The attached "server" configuration (Intel Celeron!) 64-bit with 4Gb of memory is practically the "minimal" configuration - everything will be on it, but very slowly.
In 1C file mode, when working with a shared folder on the server, you must first increase the amount of memory - in the current version, the amount of memory is generally the minimum allowable. In addition, it must be taken into account that "fast" 1C will work in the file version only when there is 1 user in the database. This is an old windows caching problem. In modern configurations of Accounting, this is almost impossible to ensure due to the active use of the background job mechanism. The reports themselves and the logic of work are performed on the client, i.e. you need to look at the accountant's computer.
On the client, the main performance limiters are usually the processor and disk. Because 1C is practically a single-threaded application, then the main "working" characteristic of the processor is the clock frequency. The second factor (disk) in modern conditions is solved by replacing it with an SSD.
There is a "server type":

They work with 1C in the terminal, 3 file bases, up to 3 users in each, typical Russian configurations: no problems.
Solution: it is not necessary TO THIS DEGREE (Intel Celeron J1800, 4.00 GB RAM) to save on "server type"
Base file or SQL? Looks like file. Then the bottleneck is the lack of a terminal server. Users must work on the server, the server must have a reserve of power ... in 1C, if more than 1 user works with the file base, incomprehensible brakes may already begin ....

0. As I understand it, there is no 1C server, there is just a file server with shared 1C databases.
1. If the database is larger than 4-5 GB, then it must be transferred to an external database, for example SQL + 1C server.
2. You did not specify the version of Accounting (3 or 2), in other cases, in your case, I recommend running it in thick client mode.

If the first two options do not help, then I recommend deploying for the time of re-documentation (and other operations for submitting quarterly reports) on the accountant's PC, where it will start all this again. If the brakes are similar, then see item 1. , if they disappear, then try step 2 or see the load on the network and the processor, but from experience I can say that 100 mb for such a task is quite enough, if you correctly use both the network and the balls on it, of course.
If you have BP 3.0 and boos constantly complain about the slowness of its work - switch the program interface to "Taxi", it is much more responsive.
During the load test, when generating a report, it turned out that the operations are performed on the accountant's PC. And everything depends on the processor (which costs the same as on the Intel Celeron J1800 "server") I think to do the following: take the Intel Core i3-4170 Haswell, a mother for it, 8 GB of RAM and an SSD for the system. I think this should be enough for reports to be generated faster.
