What are the ip/sip/voip-telephony with reporting for the organization of the sales department (outgoing cold calls)?

Good afternoon.
The task is to organize a call center in the regions for outgoing cold sales (managers will call from the regions to Moscow).
What is required:
1) The solution must be software-based (they will call from a computer + headset)
2) Cheap communication when calling to Moscow (I want to meet 1500-2000 rubles for 1 sales manager, with 4 hours of conversation per day, 20 working days )
3) Call reporting. Where did they call | Talk time | The result of the conversation
I found several solutions: mango-office, quick call, bitrix24. But it turns out that the cost is about 2500 r. per month per person (with 4 hours of calls per day, 20 working days).
In connection with this, the question arose: are there other cheaper solutions, if not, then maybe there is a variant of some sip-clients that will send a call report to the specified server?
