What are the alternatives to zadarma?

This question has already been asked before, but those 2 services that were recommended, namely:
www.clickphone.net
https://www.youmagic.com/
Not suitable for 2 reasons. Registration is now closed on the first site, on the second one you cannot buy a virtual number for peripherals (let's say Novosib), that is, there you can select the region code only Moscow or St. Petersburg.
What does not suit for nothing - long account variifications and too tough SB. Let me explain the situation in a little more detail. I am a freelancer and often my clients require a PBX. I naturally make accounts for free for the client's data (for an individual) and it has repeatedly happened that even an ordinary passport does not work.
They ask to take a photo with a passport in hand + a piece of paper with an inscription for free. Accordingly, all this registration has been delayed for several days, and if we add here the fact that I had a couple of times such that even a photo with a sheet did not roll ... then this is just tin.
Just an ordinary passport of a real person who provided scans of all the documents that were possible, plus this photo with a sheet, and in response - we cannot register you.
This very rarely happens, but this time my patience ran out. Today the 3rd client faced the same problem and now I strongly want to switch to another service.
Would like to see:

  • Cheap monthly fee for virtual PBX
  • Per second billing
  • If forwarding from a virtual number to a regular cell phone is equal to outgoing calls, then adequate prices for outgoing calls in 1 region or in Russia, respectively
  • The ability to purchase a number in any region of Russia, and not just Moscow and St. Petersburg
